Highway to Moldova postponed: CNAIR will designate next year the constructors of the three lots between Ploiesti and Buzău / PNRR foresees that by 2024 half of the motorway will already be built

The evaluation of the bids for the construction of the three lots of the Ploiesti – Buzău highway was not done according to the law, within 60 days, as the Road Company postponed the designation of the winners to 2022, says former Transport Minister Cătălin Drulă. The deadlines set for launching tenders for the next three segments between Buzău – Focșani – Bacău and Pașcani were not respected either, although the timetable for the most important highway project financed by the PNRR stipulates that half of the Moldova A7 Ploiești – Pașcani highway should be built by 2024.

The tender for the three lots between Ploiești and Buzău (63 km) was launched on 1 June, bids were submitted in September and, according to the Emergency Ordinance amending the Public Procurement Law, for complex infrastructure projects, the evaluation cannot exceed 60 days (only for justified cases can the deadline be extended).

This 63 km section of the highway was put out to tender for construction in June and bids were submitted in September. On the other sections of the A7 between Buzău, Focșani, Bacău and Pașcani, all the deadlines set during my mandate with CNAIR and the designers have been missed in the last 3 months. Environmental agreements have not been obtained, investments have not been approved by Government decision. Thus, the chances that any of these sectors will be put out to tender by the end of the year are practically non-existent,” Drulă wrote on his Facebook page.

Last week, CNAIR estimated launching the tender for execution by the end of the year only for the Buzău – Focșani section, although it still does not have the technical-economic indicators approved by the Government.

The designer, Consitrans S.R.L., has also completed the Technical Project to be analyzed and approved, so that the public procurement procedure for the works can be launched by the end of 2021. Funding for the execution of the works for the Buzău – Focșani highway will be provided through the National Recovery and Resilience Plan,” CNAIR said on 9 December.

The entire A7 highway (320 km) is financed by the NRRP, the acceptance of the road infrastructure project being explained in the summer by the “crosses on DN 2” (DN 2 E 85 is the most dangerous road in the country, with only 17 km of highway on the entire route between Bucharest and Siret customs, the Bacău Beltway), the former minister added.

“This year we managed to get European funding through the PNRR for the A7 Ploiești – Pașcani highway, a major €3 billion and 320km long project, which should quickly and safely connect Moldova to Bucharest and the south of the country. But the PNRR has clear deadlines: by 2024, the A7 must be 50% built. And in 2026 it must be all ready,” he said.
